O contexto de influência na perspectiva do Pacto Nacional pela Alfabetização na Idade Certa – PNAIC: alguns fatos e vozes influentes

    O presente artigo buscou compreender as influências das políticas do nível macro (global, internacional e nacional), pós década de 1990, na implantação da formação continuada do Pacto Nacional pela Alfabetização na Idade Certa - PNAIC. Para tal compreensão, optou-se, como referencial teórico-metodológico, pela abordagem do ciclo de políticas do inglês Stephen Ball e seus colaboradores: Bowe, Ball e Gold (1992). Contempla-se, também, Mainardes (2006), detendo-se, neste texto, na análise do primeiro contexto, o contexto de influência. Este estudo permitiu inferir que a formação continuada do PNAIC, vem no bojo dos discursos de um forte processo de influência dos organismos internacionais e de diferentes orientações políticas do âmbito nacional, que, com o passar dos anos, vieram se concretizando por meio dos textos oficiais. Verifica-se assim, que a legislação educacional brasileira apresenta um alinhamento com as propostas internacionais.

    This article sought to understand the macro -level influences (global, international and national), after the 1990s, in the implementation of the continuing education of the National Pact for Literacy in the Right Age (PNAIC). For this understanding, as a theoretical-methodological reference, Stephen Ball and his collaborators Bowe, Ball and Gold (1992) were chosen. It is also contemplated Mainardes (2006), stopping in this text, in the analysis of the first context, the context of influence. This study allowed us to infer that the continuous formation of the PNAIC comes from the discourses of a strong process of influence of the international organisms and of different political orientations of the national scope, that, over the years, have come to materialize through the official texts . It is verified that the Brazilian educational legislation is in line with the international proposals.
