    Whistleblowing is a legal enforcement trend, allied to compliance, which has gained its place on the international scene, for being an efficient tool in the pursuit of illicit acts, especially in the anti-corruption field. In Brazilian reality, the institute is still full of prejudices and legal protection for whistleblowers is insufficient. The decision to ‘blow the whistle’, therefore, involves weighing the risks involved and ethical dilemmas. The objective of this study is to identify a theoretical substrate capable of investigating all the factors involved in whistleblowing behavior, aiming to gather information that can direct strategies to encourage the reporting ofirregularities. To accomplish this, it was resorted to the social psychology of Icek Azjen, creator of the Theory of Planned Behavior, and the recent Theory of Reasoned Goal Pursuit, analyzing studies on whistleblowing intentions that used the aforementioned theories as a basis. Research, carried out using a deductive method, concluded that the Theory of Reasoned Goal Pursuit has the necessary attributes to be used as a theory for investigating the intention to report, serving as a model for empirical research that enables the analysis of the various factors that influence the reporting decision.

    O whistleblowingé uma tendência jurídica de enforcement, aliada ao compliance, que conquistou seu espaço no cenário internacional, por ser uma ferramenta eficiente na persecução de ilícitos, especialmente em seara anticorrupção. Na realidade brasileira o instituto ainda é carregado de preconceitos e a proteção legal ao whistlebloweré insuficiente. A decisão de ‘assoprar o apito’, portanto, perpassa pela ponderação dos riscos envolvidos e por dilemas éticos. O objetivo deste estudo é identificar um substrato teórico capaz de investigar todos os fatores envolvidos no comportamento dedenúncia, visando angariar informações que possam direcionar estratégias de fomento ao whistleblowing. Para tanto, recorreu-se à psicologia social de Icek Azjen, idealizador da Teoria da Ação Planejada -TAP, e da recente Teoria da Busca Racional de Objetivos –TBRO, analisando-se estudos sobre a intenção de denúncia que utilizaram como base as referidas teorias. A pesquisa, realizada a partir de um método dedutivo, concluiu que a TBRO possui os atributos necessários para que seja utilizada como uma teoriade investigação da intenção de denúncia, ao servir como um modelo para pesquisas empíricas que possibilita a análise dos diversos fatores que influenciam a decisão de denunciar.
