The article focuses on the development of an Internet-based English learning and testing project by the National Cheng Kun University. The initiative is designed to provide instructors and students with a conducive learning environment in a study involving English as a foreign language (EFL). It has been noted that English language has been practiced by non-native speakers in many non-English-speaking countries. EFL teaching and learning has been adapted in countries like Taiwan, especially through the access of Internet.
