Universidad pública y discapacidad: El caso de Chile

    En Latinoamérica ha aumentado el acceso a la educación superior, sin embargo, este crecimiento ha sido desigual en cuanto a las oportunidades de acceso, participación y finalización de estudios. A partir de diversas políticas orientadas hacia un enfoque inclusivo, se han implementado iniciativas que buscan igualdad y equidad de estudiantes con discapacidad en el nivel terciario. El presente artículo es producto de una revisión bibliográfica de diversos documentos en materia de inclusión de estudiantes con discapacidad, el cual analiza información del caso de Chile y, particularmente, de universidades públicas. El estudio refleja avances en materia legislativa, mismos que han sido insuficientes para eliminar las barreras existentes, tanto materiales como socioculturales. Se plantea la necesidad de un trabajo en red entre las instituciones, que promueva un enfoque de derecho, enfatizando el rol democratizador de la educación estatal.

    Lately, access to higher education has increased in Latin America, however, this growth has been uneven in terms of access to opportunities, participation and studies completion. Starting at a series of policies oriented towards an inclusive approach to education, several initiatives have been implemented to promote equality and equity for students with disabilities at the tertiary level. This article is the product of a bibliographic review of various documents on the inclusion of students with disabilities, aiming to analyze the specific case of Chile and, particularly, of public universities in said country. The results reveal advances in the legislative area which, however, have turned out to be insufficient to eliminate the existing barriers (both physical and sociocultural) for students with disabilities. Therefore, we point out the need for a networking process among the institution which promotes a right approach, emphasizing the democratizing role of state education.
